CS:GO (region free) - but steam don't let me download game

Hi I activated key for cs:go few days early. And start downloading cs:go beta without any errors.
When I was download half part of game, I click play and received error that my region is different and I can use that key for cs:go game.
After that I remove steam and reinstall them.
I try install cs:go and now I can download cs:go game. I get error about region, but why game start downloading in first time.
And why I can use key (region free) in my country (Uzbekistan)?

I don't use proxy and something else.

Sounds like an issue for support, did you buy it yourself on the steam store or get it retail outside/inside your country?
Or receive it as a gift?

I get it retail in russian shop.

But if this key is not region free, why in first time, game start downloadings without any errors?

Retail copies of Valve games have ALWAYS been region restricted.

But those from Steam store are region free.

Russian retail keys of all Valve games are locked to Russian region only.

Nope, not all, SR3, Sleeping Dogs, and many many more are region free.

"Valve games", not "Steam games."

Half-Life 2, Episodes, Orange Box, TF2, Portal, CS and CSS - all region-locked (and, thankfully, cheap). Presumably then, same is the case for CS:GO.
