MvM Cheat servers

Is there a way to avoid these?

Seems like every server hosting advanced, has some cheat going on.

I think it's because you need Svcheats set to 1 to change difficulty!

Except you don't need sv_cheats 1 to set the difficulty, even without a vote.

Doesn't make sense, why would Valve do this?
