Same reason the Enginner can cover his ♥♥♥♥ ups by removing the sapper himself.

You're basically exchanging the Homewrecker for the Reserve Shooter instead of the Axtingusher. It's bad for the Pyro, you know.

Engineer isn't specifically designed from the ground up to stop Spy from doing anything.

Pyro is.
