GTA IV Modding question
Is modding GTA IV allowed. I'm asking because I read that you can't change handling.dat file anymore and so on, and some mods are blocked. So do the game developers discourage these kind of actions? and if I do mod my game can My account be banned from Windows live/social club/ Can the scripthook.dll and so one interfere with VAC games or I'm I safe ect.
