Steam Client Bootstrapper Not Responding

So for some reason when I loaded up steam today, it logs in fine, gets to the main screen then I get the message:

"Steam Client Bootstrapper has stopped responding".

No matter how long I wait, it doesn't respond and I'm forced to close steam or it closes by itself. I have hunted through the forums for answers and found a few different threads with solutions (removing all files except steamapps and steam.exe, running as administrator, compability mode, running SteamTMP.exe) none of which have worked.

Does anybody have any idea what is going on here?

Are you running the beta? If yes, change to the normal version and restart Steam.

Try adding your Steam folder to your antivirus/internet security software...

Otherwise...
