"Failed to add Steam library"

I have a 256gb SSD primary drive C: where steam and my OS is installed (Win7), and I have a second standard HD that is 1 TB, but whenever I try to install games to the 2nd HD, it always says failed to create steam library.

What is the problem?

Did you add the folder to your "Steam Library Folders" before installing the games?

Why you can't? do you get an error when you add the folder you created in your 1TB HDD?

I can put other files fine on the 2nd HD, as well as using usb/flash drives....

Yah, That worked. Thanks for the help. + rep

I just got a new PC so I have been constantly DLing games to my new PC, so ever time I tried, I guess I was still DLing something.

Still, if Steam is going to give an error message, it should suggest that...
