Can you get banned for forcing Steam to start in offline mode with a config file ?

I have the whole "Unable to connect" error tinga-ma-bopper and since I am with a Dongole currently I won't be able to play MP.

However, can I still force Steam to start in offline mode and play single player without the risk of getting banned or my account suspended for some violation ?

Offline mode is a part of the client. Why would you get banned for using it...?
