Need some help

i have some problem whith steam...(maybe not steam but internet)
the game wont start and steam say that game files will be reaquired from steam servers...tryed delete the game and reinstal but no succes...for any reason in steam/steamapps/common/infernal some files are 0 bytes...if someone will upload the files i will be happy.here is the files that i need

Steam\steamapps\common\Infernal\game\game.exe
Steam\steamapps\common\Infernal\game\notes.txt
Steam\steamapps\common\Infernal\game\standard_game .feel
Steam\steamapps\common\Infernal\Install.lst
Steam\steamapps\common\Infernal\installscript.vdf

did you buy the game from steam or did you download it from elsewhere and just put it on steam?
