Features on a Steam account
My brother created steam account yesterday
he new on steam and tryed to add me to friends
he received message:Some features will be avaiable once you have games on your account!
whatta hell?

But if you gift someone else a game from the new account, will the restrictions be lifted, even if you yourself do not have any games in your own account?

To access all features of Steam, simply purchase a game from the Steam store, redeem a Gift or Guest Pass* on Steam, or activate a retail game on Steam.

I already read that, but still wasn't clear on that point. Anyway, I think the answer is yes because my friend who gifted me two games was automatically added to my friends' list.

A steam account has to have at least one game on it to use all the features.

This is probably a line of defense against account hijackers. Which was a very smart move.
