Yes, I know, new L4D DLC but why should that stop me from installing L4D? I have it on disk and I want to run singleplayer just so I can test my graphics card against the old FPS I got but oh nooooo, it insists on trying to update before installing so I can't install while the DLC is still being popular and downloaded.

That's stupid, updating should be optional, not forced.

You could try switching your download settings. Go to File -> Settings -> Downloads - and switch your region. I was getting the same issue as you were but I switched over to the Taiwan region and it's downloading at around 200 kb/s.
