CS Source users in server count wrong

Whenever I refresh the list of servers in steam there's loads that say 34/40 but when I join the server nobody's in there.
Is this a bug? Do I need a vista fix? Also when I close the game hl2 is still running in the processes.

The server is running a fake player count.

They use these to make ppl join.

^ Yup, sneaky little server isn't it? And no, there isn't an official way doing this by the tools VALVe provides you. This is done by third party software, such as SourceMod. There are a lot more servers using it and can be quite easily identified by checking the player score/time on the server (server information before joining). Usuaully, they are all the same. Or it just shows up empty .

TF2 is plagued by this same 3rd party plugin too.
I can't wait for valve to finally punish servers running that illegal program. (exploits master server)
