Red face hw.dll fatal error

Hi

This problem just happened 2 weeks ago..before this there no such problem as I played CS using Steam for about 6 months now

Whenever I want to launch CS 1.6 from Steam, i got this error
"Couldnt load hw.dll.Please try again later at a time"
The thing is, the hw.dll is already in my CS folder(Steam) -.-!!

This error only happens with Steam, I dont get any error or whatsoever in Non Steam Cs 1.6

I have tried:

Clean reinstall Steam and CS 1.6
Scan for virus
Defrag hard drvie
Delete and replace the hw.dll
Scan for bad/corrupt registry keys

My computer spec:

Vista home premium service pack 2
2gig ram
nvidia gerforce 8400M
Intel Core 2 Duo @ 2Ghz

Please please please help me solve this error. All I want to do is play CS in Steam again T.T
Thanks in advance
